Haley Shoaf

Co-Founder & Co-Executive Director, Unlocked Labs

Haley Shoaf is the Co-Founder and Co-Executive Director of Unlocked Labs. She came to Unlocked Labs as the VP of Justice programs at LaunchCode, where she launched the JusTech program, running coding education programs for incarcerated students at four prisons in Missouri. Prior to JusTech, Haley was the Vice President of Impact at LaunchCode, where she was responsible for national program operations and expansion, running free tech education programs in seven cities across the US. Haley has also led the Georgetown Prison Outreach program, managing a GED and creative writing education program that served three correctional facilities in the DC/Maryland area. She is a graduate of Georgetown University.

Jessica Hicklin

Co-Founder & Co-Executive Director, Unlocked Labs

Jessica Hicklin is the Co-Founder and Co-Executive Director of Unlocked Labs. Sentenced to life without parole at age 16, Jessica spent 26 years incarcerated at a prison that had no formal education programs. Desperate to improve herself, she taught herself to code, without the internet. She used these skills, while still in prison, to develop UnlockEd, a learning management system designed to make digital educational content accessible in prison, and founded Unlocked Labs to help others walk in her footsteps. Jessica has been recognized as a Blue Ridge Labs Catalyst, and her work and story have been profiled by The Guardian and The Chronicle for Higher Education.

Nokie Rae

Chief Technology Officer, Unlocked Labs

Nokie Rae is currently the Chief Technology Officer of Unlocked Labs. She has 15 years of professional software development experience ranging from early stage startups to global corporations. She has scoped, designed, and delivered multimillion dollar projects for high profile clients such as FedEx, NASA, and PBS. Over the past seven years she has also successfully hired, mentored, and managed development teams with a wide range of experience.

Davidson Girard

Co-Founder and CTO, Balto

Upon graduating with his Computer Science degree, Davidson started work for the Department of Forensic Sciences developing an ETL and web dashboard architecture to integrate LIMS systems for directors and managers at the organization. Davidson also worked as a primary engineer on the image and video web service used for the Defense Advanced Research Projects Agency (DARPA) MEDIFOR project. Since that time, Davidson has successfully founded and grown Balto, a pre-OpenAI error artificial intelligence company.
